Rapid Situational Analysis: Jamaica Education Sector Hurricane Melissa Response

Following the devastation caused by Hurricane Melissa—a Category 5 storm that struck Jamaica on 28 October 2025—this request sought a rapid situational analysis of the hurricane’s impact on the country’s education sector, particularly in the hardest-hit western parishes. With over 600 schools damaged and approximately 150,000 students facing severe disruption, the analysis aimed to examine the effects on infrastructure, learning continuity, child protection risks, and psychosocial well-being. It also intended to identify gaps in donor knowledge, map ongoing response efforts, and highlight the importance of safe schools and integrated support systems in recovery.

In response, this assessment provides an interim, actionable overview to inform immediate decision-making and guide strategic engagement. It outlines key findings from desk review and stakeholder consultations, and offers recommendations to inform a Building Back Better education strategy. The response emphasises coordination among government, donors, and NGOs, and integrates priorities such as violence prevention, gender sensitivity, and psychosocial support. While not a substitute for the forthcoming UNESCO-led Post-Disaster Needs Assessment, this analysis plays a critical role in shaping early recovery efforts and identifying areas where targeted international support, including from the UK, can add value.
