Expanding Disaster Risk Financing Coverage to Education Services in Lagos State, Nigeria

Nigeria faces recurrent climate shocks, particularly coastal and urban flooding in Lagos State, which disrupt education services, damage infrastructure, and create a financial burden on households and government. Lagos has recently introduced parametric flood insurance as part of its broader climate resilience agenda; however, approximately 60% of schools in Lagos are non-state (private) and therefore fall outside state-run insurance and contingency mechanisms. This leaves the majority of schools, and children, without pre-arranged financial protection against flooding, prolonged school closures and learning loss.

This request provides an assessment of how Lagos’ existing DRF mechanisms, especially parametric flood insurance, can be extended or adapted to protect the wider education system, including the non-state sector, and to explore options at both state and federal levels.
